Regional Environmental and RMP Leader

A Regional Environmental and RMP Leader provides environmental and Risk Management Program (RMP) expertise for the Insulation business plus strategic guidance and operational support to all assigned sites. Successful leaders in this role will be highly motivated self-starters who can partner with the EHS Director to set EHS strategy and balance tactical execution against an overall strategic plan. The Regional Environmental and RMP Leader must have proven experience managing environmental and RMP compliance, aligning and engaging leaders, recognizing and managing environmental and process safety risk, and building talent. Facilities will range in size, complexity, and maturity. The Regional Environmental and RMP Leader must be competent in leading high-performing teams as well as elevating the performance and skills of high-touch, high-need sites. There is flexibility of primary work location to include: at or near manufacturing sites in the US or Canada within the span of control, and resident offices in the US.
Reports to: Global EHS Director, Insulation Operations
Span of Control: Owens Corning Foam plants, including: Tallmadge, OH; Tallmadge R&D facility, Gresham, OR: Rockford, IL; Cortland, IL; Russellville, AR; and Valleyfield, Quebec, Canada; as well as the Nephi, UT; Lakeland, FL; and Mt. Vernon, OH insulation plants. Additionally, will provide program management support for Division environmental, RMP and sustainability programs, as needed.
JOB RESPONSIBILITIES
Oversee Environmental Compliance with Governmental Regulations and Corporate Programs
The Regional Environmental and RMP Leader is primarily responsible for ensuring regulatory compliance with all environmental permits and applicable environmental regulations for each site under their responsibility. Additionally, the Regional Environmental and RMP Leader supports plants to meet governmental and corporate sustainability requirements. This includes:
- Supporting sites to complete environmental permit and legal requirement reviews, ensuring sites have a complete understanding of all environmental requirements and methods of verification, and that those requirements are built into site management systems
- Overseeing and verifying that the compliance calendars for each site include all regulatory requirements
- Providing support to plants to complete environmental permit applications, modifications and renewals
- Ensuring sites submit accurate and complete environmental reporting
- Ensuring sites are effectively addressing enforcement actions from local, state or federal agencies
- Ensuring sites are effectively addressing deficiencies in internal environmental and sustainability audits
- Providing technical support in identifying and resolving environmental regulatory issues
- Assisting sites to identify and engage outside consultants and experts, as needed
- Assisting sites with strategies to meet corporate sustainability objectives.
Oversee Compliance with Risk Management Plan Programs
The Regional Environmental and RMP Leader is primarily responsible for ensuring regulatory compliance with all RMP requirements for each site under their responsibility. This includes:
- Support plants to comply with applicable Risk Management Program (RMP) rules
- Support plants to complete RMP legal requirement reviews, ensuring plants have a complete understanding of all RMP requirements and methods of verification, and that those requirements are built into site management systems
- Leads and participates in process safety hazard analysis and operability studies (PHA/HAZOP) for applicable processes and proposed changes at plants under their responsibility.
- Conducts technical reviews and provides input on potential impacts of process changes, capital projects, and new product development.
- Conducts internal or supports external RMP/PSM audits, and ensures plants are effectively addressing deficiencies identified in RMP/PSM audits
- Supports plants with closure of findings from internal and external audits and agency inspections.
Develop and Execute Environmental and RMP Strategy and Action Plans
The Regional Environmental and RMP Leader is primarily responsible for assessing the environmental and RMP risks, requirements and controls for each plant under their responsibility, and to assist the business unit and division to develop short-term action plans and long-term strategy. Once established, the Regional Environmental and RMP Leader assists their sites to develop prioritized site action plans, and resource balancing. The successful candidate will collaborate with other leaders within Insulation to communicate, enable, and fulfill the strategy and action plans.
- Partner with Business Segment and Plant teams to establish Environmental, Sustainability and RMP strategy and action plans.
- Use TPM methodologies to drive to Zero Environmental Incidents and meet Sustainability targets. Focus all leaders and EHS team on eliminating waste and focusing on critical path activities that will deliver the results required to meet Environmental, Sustainability and RMP Key Performance Indicators (KPI) and Key Activity Indicators (KAI), including: Environmental Nonconformities (ENCs); Notices of Violation (NOV); Reduction in Deviations; Action Item Closure; Management System effectiveness; Emission Reduction; and Waste-to-Landfill Reduction.
Talent Development
The Regional Environmental and RMP Leader is the functional leaders of environmental and EHS professionals throughout the network. This role, in collaboration with the Plant Leaders, and Regional Safety Leader, will manage the growth and development plans for each EHS professional, and provide career guidance and coaching. These leaders will constantly assess and elevate the overall technical strength of EHS capability within Insulation.
- Serve as a coach and expert resource to the plant leaders, site engineers, environmental and EHS leaders and plant leadership teams on environmental, RMP and sustainability communications and programs
- Provide technical and professional guidance on growth and development plans for each EHS or environmental team member in assigned sites.
- Coach and mentor early-career professionals and development candidates.
- Conduct or take part in semi-annual performance reviews for EHS and environmental leaders in assigned locations.
- Lead efforts in assigned facilities to engage hourly employees in environmental and sustainability efforts. Provide guidance to sites to elevate employee ownership, increase the effectiveness of compliance programs, and create avenues of communication and feedback.
- Collaborate with Plant leaders and Human Resource professionals to accelerate performance of EHS and environmental leaders and team members to contribute to the overall strategy and specific critical outcomes for the business.
JOB REQUIREMENTS
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree required (engineering, environmental science or equivalent preferred)
- 5 years of progressive manufacturing experience managing environmental compliance and RMP or process safety management programs
- Travel: 40-50% (could be more initially)
PREFERRED EXPERIENCE:
- Experience with implementing Risk Management Programs (RMP) and Process Safety Management (PSM) requirements highly desired
- Experience implementing environmental compliance programs in a matrix & multi-site environment
- Experience leading PHAs and/or HAZOPs
- Demonstrated success in coaching and leading teams
- Managing and delivering results through projects and initiatives
- Impactful experience in a Total Productive Maintenance (TPM) environment, including active participation as member of EHS Pillar team.

- Strong working knowledge of environmental compliance law and risk management program requirements
