Government Affairs Lead

PURPOSE OF THE JOB:
The Government Affairs Lead will support the successful implementation of Owen Corning’s U.S. public policy advocacy strategy to ensure that U.S. policy actions are in alignment with long and short-term strategic priorities and initiatives for purposes of driving our mission to build a sustainable future through material innovation. This role will collaborate closely with the Composites and Roofing Business Units, Sustainability, Tax and Human Resources. The role will assist in implementing and executing an effective government affairs advocacy strategy focused on managing relations with Federal, State and Local government officials, trade associations and other external stakeholders relevant to Owens Corning’s manufacturing operations and strategic priorities.
Reports to: Director of Regulatory Law, Government Affairs and Global Trade Compliance
JOB RESPONSIBILITIES:
Drive enterprise alignment on public policy issues that impact Owens Corning, partners and customers by building consensus across enterprise.
- Track/monitor public policy issues across key regions/states/localities and regularly provide trend information to internal Owens Corning stakeholders based on value proposition.
- Identify legislative opportunities or framework that align with key priorities and develop model bill language to be adopted in key states.
- Communicate and coordinate with Industry Orgs, Research Groups, Lobbyists/Consultants to ensure Owens Corning priorities are effectively represented.
- Coordinate, consolidate, and submit draft comments on key priority issues either on behalf of Owens Corning independently or through Industry organizations on key public policy issues.
- Facilitating consensus building across building and corporate functions on sustainability issues (e.g., Extended Producer Responsibility).
- Effectively communicate the impact of legislation and regulations to internal stakeholders to ensure risk and opportunities are appropriately considered.
Drive Owens Corning business priorities by implementing advocacy strategies that influence public policy, legislation, regulations and codes/standards via external stakeholders.
- Assist in developing external stakeholder relationships for Roofing and Composites to be executed in key regions/states/localities.
- Managing day-to-day activities of state facing consultants and updating relevant internal stakeholders on current activities.
- Maintaining an already established bipartisan contact network with elected and appointed government officials and staff in close coordination with external consultants.
- Plan, coordinate and attend meetings and plant site visits with government officials and Owens Corning/plant leaders to highlight important issues that impact our facilities.
- Assist in the management and administration of the company’s political action committee, the Better Government Fund or “PAC,” including: (1) executing committee approved contribution strategy; (2) planning and executing PAC events; (3) supporting PAC communications including fundraising solicitations to eligible employees, the executive committee, and the Board; and (4) assist in assuring it operates under good governance and under the law.
Continuous Improvement & Building Capability
- Assist with identifying and securing state and local support for grants and investments at Owens Corning facilities. Manage and grow the state and local relationships necessary to effectively pursue these conversations.
- Assist in managing of company lobbying disclosure forms and developing relevant company training.
- Develop and provide training to internal and external stakeholder that drive Owens Corning priorities and enterprise alignment.
MINIMUM QUALIFICATIONS:
- Bachelor's degree with emphasis on Public Policy, Public Affairs, Business, Public Administration and understanding of manufacturing sector.
- 5+ years of experience in field of public policy, public administration, federal and/or state government relations or government experience in a private, public, government or military environment.
- Preferred: Master's degree, JD, MBA degree or other advanced degree.
KNOWLEDGE, SKILLS AND ABILITIES:
- Significant knowledge of local, state and federal legislative processes, regulatory processes and political dynamics.
- Public policy and legislative research skills
- Requires an attitude that actively seeks out change, embraces critical questioning, innovation, service and continuous improvement.
- Ability to engage with a broad range of industry and third-party stakeholders to generate consensus, influence outcomes, and build relationships. Candidate is a great communicator, in written communication and verbal/public communication.
- Ability to communicate in a way that creates clarity, simplifies messages, and aligns with organizational strategy. Knowledge of channels for communication and the ability to build effective communication and engagement strategies.
- Must understand how to deal with and navigate ambiguity, and act without having the total picture.
- Ability and desire to work in a fast-paced matrix environment, including managing various priorities and stakeholders.
- Demonstrates interest in continuous learning and professional development, in addition to functional area expertise.
- Must be interested in understanding plant operations and manufacturing process.
